The short answer

The best car rental company in London is Enterprise (8.9/10) — the deepest city network in the capital with branches at Park Lane, Docklands and the City, plus hotel collection and a reputation for accepting debit cards. Europcar (8.7/10) and Sixt (8.6/10) have the best central train-station pickup points, and Green Motion (8.0/10) is the strongest UK independent. Note that no rental car escapes the Congestion Charge and ULEZ — budget £18 plus £12.50 per day if you drive the central zone.

The full ranking, reviewed

Enterprise

8.9/10

Our pick · International brand · Also trades as National & Alamo

Enterprise has the deepest and best-placed network in central London: a dedicated City Centre branch plus Docklands, Park Lane and Park Royal, and — uniquely among the majors — it will arrange collection from many London hotels through the local team. For a city pickup that's a decisive advantage.

It's also the best of the global brands on payment flexibility, reliably accepting debit cards where others demand credit, and its service culture is genuinely different: staff are trained to solve problems rather than sell cover. National and Alamo bookings are served from the same desks and fleet.

The caveat that applies to every operator here: Enterprise does not pay the Congestion Charge or ULEZ for you. Budget £18 plus £12.50 a day if you'll drive the central zone, and check your specific vehicle's ULEZ compliance.

What's good

  • Deepest city network — City Centre, Docklands, Park Lane, Park Royal
  • Hotel collection arranged by the local team
  • Debit cards accepted at many branches
  • Best service record of the global brands

Worth knowing

  • City-centre rates are among London's most expensive
  • Deposit hold and excess apply
  • Insurance add-ons are pushed at the desk

Europcar

8.7/10

International brand · Also serves Keddy & CARHIRE.ie bookings

Europcar has car hire offices in London at all the main airports and at railway stations, which makes it one of the best options if you're arriving by train at Euston, St Pancras or King's Cross. The city-fleet range is purpose-built for urban driving, with plenty of small economical models that suit central streets and tight parking.

Fleet depth and station coverage are genuine strengths, and it's frequently the cheapest headline rate of the majors. The desk experience is the standard Europcar trade-off: credit-card-only deposits and a firm upsell on excess reduction — book the inclusive rate online and skip it.

What's good

  • Railway-station locations plus city offices
  • Large range of small urban-friendly cars
  • Frequently the cheapest headline rate

Worth knowing

  • Credit-card-only deposit rules
  • Aggressive excess upsell at the desk
  • You pay the Congestion Charge and ULEZ yourself

Sixt

8.6/10

International brand

Sixt runs 29 London locations — more city presence than any other single brand — including a St Pancras and King's Cross branch inside the underground car park, which is the single best rail-arrival collection point in the capital. West London branches at Shepherd's Bush and Hammersmith extend the coverage.

The fleet is the youngest and most premium on this list, with BMWs and Audis at rates that undercut expectations, and the app-based check-in is the smoothest digital flow. Basic rates carry a high excess and the desk is strict on credit card documentation, so buy the premium protection.

What's good

  • 29 London branches — widest city presence
  • St Pancras/King's Cross branch for rail arrivals
  • Youngest, most premium fleet
  • Excellent app and check-in flow

Worth knowing

  • High excess on standard rates
  • Strict credit card rules
  • You pay the Congestion Charge and ULEZ yourself

Avis

8.4/10

International brand · Also trades as Budget & Payless

Avis has 14 London locations and, critically, a desk at Euston and St Pancras at 88 Eversholt Street plus one at Victoria Coach and Rail — the two busiest rail gateways into the capital. If you arrive by Eurostar or the west-coast mainline, you can collect without crossing London at all.

The Avis Preferred programme lets members skip the counter entirely, which matters given city-desk queues. Budget and Payless bookings are the same operation behind a different logo, so expect the same cars and the same deposit hold.

What's good

  • Euston & St Pancras desk at Eversholt Street
  • Victoria Coach & Rail location for rail arrivals
  • Preferred members skip the counter
  • Flexible one-way options out of London

Worth knowing

  • Deposit hold on your card
  • Non-member counter waits at peak season
  • You pay the Congestion Charge and ULEZ yourself

Hertz

8.2/10

International brand

Hertz has London pickup points at the airports and at city rail locations including St Pancras on Southampton Row, and its Gold Plus Rewards programme gives members dedicated bays and a faster path through the desk. The 'Collection' series lets you book a specific named model rather than 'or similar'.

Note that some smaller London locations are serviced by a nearby main branch rather than staffed directly, so confirm which counter actually serves your booking. Expect the usual card hold and add-on pressure.

What's good

  • St Pancras rail pickup point
  • Book specific named models via Collection
  • Strong Gold Plus loyalty programme

Worth knowing

  • Some London branches are serviced remotely
  • Deposit hold applies
  • Pricier once add-ons land

Green Motion

8.0/10

UK independent

Green Motion is the strongest of the UK independents — an eco-focused operator with low-CO2 cars and vans, which incidentally makes ULEZ compliance far more likely across its fleet than at older operators. Its London presence is real but skewed toward the airports (Gatwick, City) rather than central branches.

The consistent customer complaint is documentation strictness: a credit card in the main driver's name is mandatory, and counter staff can be inflexible about it. Bring the right card and it's a reasonable budget-to-mid choice.

What's good

  • Low-emission fleet — strong ULEZ compliance
  • Lower rates than the global brands
  • Vans as well as cars

Worth knowing

  • London city presence is thinner than airport coverage
  • Credit card in the driver's name strictly required
  • Counter staff can be inflexible on documents

Arnold Clark Car & Van Rental

7.4/10

UK independent

Arnold Clark is listed for completeness and context rather than as a genuine London option: it's the UK's largest independent car and van rental group with 4.9 Trustpilot across thousands of reviews, but its network is built around Scotland and northern England with no central London branch.

It's the operator to consider in Manchester, Birmingham and Edinburgh instead — see those pages. Booking a London hire from Arnold Clark means an out-of-town collection you'd have to reach yourself.

What's good

  • Largest UK independent — 4.9 Trustpilot rating
  • Strong van and MPV range
  • Excellent in Scotland and northern England

Worth knowing

  • No central London branch
  • Poor choice for a London city pickup
  • You pay the Congestion Charge and ULEZ yourself

Zipcar

7.0/10

Car club

Zipcar is the sensible answer to the London driving paradox: if you genuinely need a car in the capital for a few hours, a car club avoids the rental desk, the deposit and the city-branch rates entirely. Cars sit in bays across central London, opened with the app, and rates include insurance and fuel.

It does not avoid the Congestion Charge or ULEZ — those are road charges, not rental charges — but it removes everything else. It's unsuitable for a multi-day or out-of-London trip; for that, one of the daily rentals above is right.

What's good

  • No deposit, no card hold, no rental desk
  • Bays throughout central London
  • Rates include insurance and fuel

Worth knowing

  • Congestion Charge and ULEZ still apply
  • Unsuitable for multi-day or out-of-town trips
  • Hourly pricing gets expensive fast

How we score

Every company is scored out of 10 on the same four weighted criteria. Rankings are editorial and cannot be bought.

We rank fleet operators only. Brokers and aggregators don't own a single car, so they don't appear. Sister brands that share desks and fleet are ranked once, together.

Renting at London: what the desks don't advertise

  1. London is the single most expensive city in Britain to drive a rental car. Since 2 January 2026 the Congestion Charge is £18 a day (up from £15), payable 07:00–18:00 Monday to Friday inside the central zone. The ULEZ adds a further £12.50 a day, applies 24 hours a day, and covers almost all of Greater London — so a central-London city pickup can incur £30.50 of daily charges before you've bought fuel.

  2. Both charges are the renter's responsibility, not the rental company's, and both are enforced by automatic number-plate recognition against the rental plate. If you cross the zone without paying you'll get a Penalty Charge Notice — and because it arrives weeks later, it will land at the rental company, which will chase you for it.

  3. The good news is that most modern rental fleets are ULEZ-compliant (Euro 6 diesel, Euro 4 petrol) and therefore avoid the charge entirely — but older or high-emitting vehicles in a fleet will not. Confirm your specific car's compliance rather than assuming the company's whole fleet qualifies.

  4. London is the one city where airport pickup is often genuinely better than a city desk: the central branches are the most expensive in the country, the city's parking is punishing, and you can hop on the Elizabeth line or Heathrow Express instead. Take a city car only if your trip genuinely starts in town.

  5. Train-station collection is the killer feature for London, because that's how most visitors arrive: Avis and Hertz have desks at Euston and St Pancras, Sixt is in the underground car park at St Pancras, and Europcar has railway-station locations alongside its airport offices. A rail arrival plus a same-building collection avoids any cross-London transfer.

  6. One-way out of London is straightforward and well supported — collect in the City or at a station, drop at Gatwick, Heathrow, Manchester or Edinburgh. All the majors price this, but one-way fees out of the capital are among the highest in the UK, so check the drop charge before booking rather than at pickup.

London car rental FAQ

How much is the Congestion Charge for a rental car in London?

Since 2 January 2026 the Congestion Charge is £18 a day, payable on any day you drive inside the zone 07:00–18:00 on weekdays. ULEZ adds £12.50 a day for non-compliant vehicles, 24/7 — up to £30.50 a day in total. Both charges are the renter's responsibility, enforced by automatic number-plate recognition against the rental car's plate.

Will my rental car avoid ULEZ charges?

Most likely — most modern rental fleets are ULEZ-compliant (Euro 6 diesel, Euro 4 petrol) and avoid the charge entirely. Older or budget-category cars may not be compliant, so confirm the vehicle's ULEZ status before driving into the zone.

Should I collect my rental car in London city or at an airport?

For most visitors, the airport — the central London branches are the most expensive in the country. If you're arriving by train instead, that's when station collection wins: Avis and Hertz have desks at Euston and St Pancras.

Where are the train-station car rental desks in London?

Euston and St Pancras are the main collection points — Avis and Hertz both operate desks there, which covers most arrivals into the capital.

Can I collect in London and drop off elsewhere?

Yes — one-way out of London is well supported: collect in the City or at a station, drop at Gatwick, Heathrow, Manchester or Edinburgh. The majors price this; local independents vary.
